That means the scaffold either stands on the pavement or is built with a pedestrian route through it, and it means the delivery wagon may not be able to stop where the scaffold is going.

Conservation area and period fabric
A large part of central Chichester is a conservation area, with listed buildings scattered well beyond it. Lime-mortar brickwork, flint, render and old joinery are all easy to mark, and tie holes cannot simply be drilled wherever is convenient.
We plan tie positions around what the building can take, protect the surfaces the scaffold touches, and where appropriate use non-invasive tying methods instead of drilling into historic fabric.
Coastal-plain ground conditions
